Far as PotP goes I find it better to be used on AoE pulls if we have a good bit of melee mobs since it will stack faster. But I agree that it should be more of a finisher buff that lasts a min that gives the same AP as the stacks without having to rely on the luck of avoiding or deflecting the damage to get a stack.
