When I first started playing Rift a little over a year ago, I did not think I would be playing the game long term simply because I had never played an MMO before and as a result, I just created my character in haste. Clearly that has not been the case and over the last year, I have found myself utilizing various costume pieces available in Rift to hide my character’s shameful hairdo and face. From Bogling Surprise to Rusila’s Swashbuckling Tricorn, I have bought and used almost every piece to cover up my poor character’s potential for beauty.
For months and months players have been requesting for a barbershop to be added to Rift. In fact, it was so popular that back in August of 2011, there was a video from Gamescon 2011 on Rift 1.5 and onward that there would be a possible barbershop and people on the forums went crazy over this possibility. However, nothing came of it and it was still one of the most popular requests made in Rift.
Joystiq spilled the beans this morning in their post E3 2012: RIFT 1.9, Storm Legion, and beyond and stated the following was to be available in 1.9:

One of the things we were told is that features that take a lot time, consume a lot of resources, or need new technology developed are seen more as expansion features than patch features.
Elrar confirmed Joystiq’s post about the barbershop by posting that what Joystiq wrote about was in fact true and that the cat was out of the bag:
Coming in RIFT 1.9 – the latest in Massive Dynamic Content, you’ve asked for it and you’ve got it:
